Report Maverick Buying

In the spring of 2008 students Strategic Sourcing of the Eramus University in Rotterdam investigated, under the supervision of Hoffmann, the subject Maverick Buying, purchasing fraude. An issue which is much spoken of, but few written about, and even less investigated.

 

 

Real life case Hoffmann Investigations

 

The objective of this project is to design an approach which purchasing managers can use to estimate the extent of maverick buying going on in their organization. Maverick buying (MB) can be defined as the conscious or unconsious buying of goods and services outside of established onctracts and/or procedures. Examples of MB behaviour include:

 

  • dividing a large tender or order into smaller ones in order to avoid having to comply with certain rules or procedures;
  • making hotel and flight bookings directly via the web when a frame agreement with a travel agent exists;
  • ordering spare parts from a local distributor when a corporate contract with a national supplier is in place;
  • buying office supplies from the corner shop when an electronic ordering system with pre-negotiated catalogues is present;
  • note other codes or articles than actual delivered.

 

We are interested in anwers to the following questions:

 

  • How much do organizations, both public and private currently know about the phenomenon of MB and the extent to which it exists in their organizations?
  • What do these organizations do in order to record the level of MB?
  • What information from which departments is needed in order to identify the level of MB?
  • What do these organizations do to reduce and/or prevent MB?
  • From the above anwers, what kind of approach can be designed for organizations to use in order to manage MB?

We would be interested in collecting insights from about 5 public and 5 private organizations.
